Article 1 in order to strengthen the supervision and management of the operation of the municipal sewage treatment plant, ensure the safe operation of the sewage treatment plant, improve the operation efficiency and management level of the sewage treatment plant, and improve the quality of the water environment, in accordance with the law on the prevention and control of water pollution, the regulations on urban drainage and sewage treatment, the measures for the administration of collection and use of sewage treatment fees and other relevant laws and regulations, in combination with the actual situation of the city The measures are hereby formulated.
Article 2 These measures are applicable to the planning, construction, operation, supervision and management of sewage treatment plants in the administrative areas of this Municipality.
Article 3 the "sewage treatment plant" mentioned in these Measures refers to the sewage treatment facilities with a planned and designed treatment capacity of over 20000 tons / day (including 20000 tons) to purify the sewage entering the urban sewage collection system.
The operation unit of sewage treatment plant (hereinafter referred to as the operation unit) mentioned in these Measures refers to the unit that conducts production, operation and management of sewage treatment plant according to law.
Article 4 the Municipal Bureau of landscape architecture is the competent department of urban sewage treatment within the administrative region of this Municipality, which is responsible for the planning, construction and management of urban sewage treatment.
Environmental protection, finance, development and reform, planning, water conservancy, marine fishery and other relevant departments shall coordinate to promote the management of sewage treatment plant in accordance with their respective responsibilities.
Article 5 the Municipal Bureau of landscape architecture shall, together with the Municipal Planning Commission, work out the Xiamen municipal sewage special plan, and work together with the municipal development and Reform Commission to work out the medium and long term plan for the construction of urban sewage treatment facilities in Xiamen, which shall be implemented with the approval of the municipal government.
The planning and construction of the municipal sewage treatment plant and its sewage collection pipe network shall meet the requirements of the relevant planning such as the Xiamen national economic and social development plan, the Xiamen city master plan and the Xiamen municipal sewage special plan. Sewage collection pipe network system shall be designed and constructed prior to sewage treatment plant.
At the same time of planning and construction of the sewage treatment plant and its sewage collection pipe network, the drainage planning and construction work after sewage treatment should be done simultaneously to form a complete system. If it involves the setting of sea area discharge outlet, it shall conform to the marine functional zoning of Xiamen City and be fully demonstrated.
Article 6 sewage treatment plants shall be constructed in accordance with the relevant requirements of the state, province and city. When examining the land use planning permission of a construction project, the examining organ shall seek the opinions of the Municipal Bureau of landscape architecture.
Article 7 the construction of sewage treatment plant must implement the system of environmental impact assessment, environmental protection "three Simultaneities" and environmental protection acceptance upon completion of construction project.
Article 8 the design of a sewage treatment plant must be in strict accordance with the design specifications for sewage treatment plants, and appropriate sewage treatment processes shall be selected according to the scale of sewage treatment, the characteristics of sewage quality, the environmental functions of the receiving water body and the local conditions.
Article 9 all sewage treatment plants shall be equipped with on-line monitoring systems in accordance with the relevant provisions of the state. On line monitoring includes water quantity, pH, chemical oxygen demand, ammonia nitrogen, total phosphorus and other on-line monitoring indicators of the water inlet and outlet. The online monitoring system shall be connected to the monitoring equipment of the Municipal Environmental Protection Bureau. For example, if the tail water of the sewage treatment plant is directly discharged into the sea, the online monitoring system shall also be connected with the monitoring equipment of the Municipal Oceanic and Fishery Bureau.
The online monitoring and control equipment of sewage treatment plant shall be commissioned by a third-party social operator.
The on-line monitoring and control device of the sewage treatment plant must be inspected and calibrated regularly according to relevant regulations. The operation unit shall provide necessary conditions for the normal use of the on-line monitoring device and shall not dismantle, leave idle, change or damage it without authorization. In case of failure of online monitoring system, it shall be repaired in time.
Article 10 for the construction, reconstruction and expansion of a sewage treatment plant, the construction unit must install a central control system to monitor in real time the main indexes of water quantity and quality, blower current, blast volume, operation status of the aeration equipment, dissolved oxygen concentration of the aeration tank, sludge concentration and other data, and can randomly access the above operation index data and trend curve. The relevant data shall be kept for at least three years 。 Technical management procedures such as process management, safe operation, maintenance and technical indicators shall be established for each process link.
Article 11 sewage treatment plants must, in accordance with regulations, implement measures for noise control, deodorization, disinfection, etc.
Article 12 after the completion of the construction of the sewage treatment plant, the construction unit shall organize the relevant units to carry out the completion acceptance, and the Municipal Bureau of landscape architecture shall participate in the completion acceptance, after the water commissioning and operation (the commissioning and operation time shall not exceed 3 months in general) and the main effluent quality indexes stably meet the requirements of the design indexes and the EIA reply. If the tail water of the sewage treatment plant is involved in discharging into the sea, the opinions of the Municipal Bureau of ocean and fishery shall be solicited for the completion acceptance and shall be filed with the Bureau of ocean and fishery at the same time.
Article 13 prior to the formal operation of the sewage treatment plant, the construction unit shall organize the completion acceptance according to law, and timely carry out the project completion acceptance for the record.
After the completion acceptance of the sewage treatment plant is put on record, the operation unit shall timely provide the Municipal Bureau of landscape architecture and the Municipal Environmental Protection Bureau with relevant data such as the project completion acceptance record, the construction project environmental protection acceptance and the basic information of the operation unit.
Article 14 the operation unit of the sewage treatment plant shall cooperate with the relevant departments to carry out on-site inspection and inspection, truthfully provide relevant data and data, explain the relevant issues raised by the relevant departments and complete the rectification within the time limit.
